Abstract

Open public parks are essential for recreation, leisure, social interaction, and the development of physical activities of young people. The perception of personal safety can inhibit or encourage its use. In urban contexts of Latin America this perception can be even more determinant. The purpose of this study was to identify the spatial, physical and social factors that influence safety perception of young people, taking Cuenca, Ecuador, as a case study. To accomplish this objective, a qualitative approach was applied, using three research instruments:  physical and spatial outlay of the parks, non-participant observation of flows and activities, and semi-structured interviews. The results show that safety perception is not only affected by urban design, as commonly considered by city decision makers and urban planners, but that there are other factors such as gender, people´s presence, activities and land uses, which enhance, and other times diminish, safety perception in young people. Some findings impose important challenges such as the stigmatization by young people of other vulnerable groups, the pros and cons of vegetation in public spaces, the dominant male use of some areas of the parks, among others. These results provide important information to establish better public policies and guidelines to design, implement and renew urban parks.

Author Biographies

Mateo Coello, Universidad del Azuay

Mateo Coello holds a Master’s degree in Energy Planning and Management from the University of Cuenca and a Master’s in Socio-Environmental Studies and Climate Change from Universidad del Azuay. Since 2012 he has served as a professor-researcher at Universidad del Azuay. He is a member of the RELIEVE Energy and Vehicles Network and Vice-President of the Young Professionals in Transportation (Ecuador Chapter), and he represents civil society on the Board of Directors of Cuenca’s Municipal Mobility and Transport Company (EMOV EP). His research focuses on the energy efficiency and sustainability of urban mobility, with an emphasis on active travel and electric micromobility.

Sofía Palacios-Jerves, Universidad del Azuay

Sofía Palacios-Jerves is an architect graduated from the University of Azuay, she holds a Master's degree in Urban and Regional Planning from the Polytechnic University of Madrid. She is currently a predoctoral research fellow under contract at the University of Zaragoza (Spain). She has participated in research and projects in the field of gender and urbanism, both independently and in collaboration with UN Women, the University of Cuenca, Ghent University, and the University of Azuay. She served as a teaching assistant at the School of Architecture of the University of Azuay and worked as an architect at the firm “Duran-Hermida Arquitectos Asociados”.

Andrés Pauta-Pesántez, Universidad del Azuay

Ecuadorian. Architect by the Universidad del Azuay and currently a student of the Master in Urban Studies at the Vrije Universiteit Brussel. I have worked as a researcher for the Universidad del Azuay on issues related to cities, mobility and security.

Amelia Tapia, Huasipichanga

Amelia Tapia is an architect, graduated from the Pontifical Catholic University of Ecuador, and she studied a Master's degree in Construction Technologies at the Technical University of Delft, in the Netherlands.
She is the national project coordinator for Huasipichanga, an urban consulting firm based in Cuenca and the Netherlands. For the past three years, she has specialized in working with citizens, local governments, academia, and the private sector to create child- and youth-friendly cities. She is also the co-founder of IWI Estudio, an architecture studio based in Quito, Ecuador.
By combining her experience in design, construction, urban planning, and community work, she strives to improve the urban environments we all inhabit.

Carla Hermida, Universidad del Azuay

Ecuadorian, Carla Hermida is a Doctor in Architecture and Urban Studies from the Catholic University of Chile. Master in Architecture from the University of Kansas-USA. Architect from the University of Cuenca-Ecuador. Professor/researcher at the School of Architecture of the University of Azuay in Cuenca since 2009. Currently Director of Postgraduate Studies at the University of Azuay. Professor in different graduate programs nationwide. Secretary of Mobility and Director of Planning of the Municipality of Cuenca during the years 2010-2012. Her research projects, publications and presentations focus on the city with an emphasis on urban mobility. She is an active member of national and international networks related to gender, urban and mobility issues.
